Job Title: Information Technology Manager

Location: Rosslyn, Arlington, Virginia
Status: Hybrid Role

Background: The National Veterans Legal Services Program (NVLSP) is a high-impact national nonprofit veterans service organization based in Arlington, VA. Established in 1981, NVLSP’s mission is to ensure that the government delivers to our nation’s 18 million veterans and active-duty personnel the benefits they have earned due to the disabilities resulting from their military service.

To this end, NVLSP and its attorneys provide legal representation at no cost to veterans and surviving family members before the U.S. Court of Appeals for Veterans Claims (CAVC) and other federal courts and agencies. NVLSP often serves as amicus or lead counsel in impact litigation throughout the United States. NVLSP also trains thousands of lawyers and non-lawyer advocates in veterans/military law and publishes advocacy materials to assist these advocates in their representation of veterans, service members, and their families. NVLSP wrote the book on veterans’ law—The Veterans Benefits Manual—the nation’s first veterans law treatise.

Position Overview: NVLSP is seeking an experienced Information Technology (IT) Manager to handle the day to day and/or IT project requirements (Tiers 1-3) to support an organization with under 100 users dispersed in over 25 states in the U.S. operating under the AWS cloud infrastructure with back up on-premises systems/services in Arlington, VA. This role is responsible to handle our organization’s IT operations, cybersecurity, vendor management where applicable, and general to more in-depth technology handling and administration ensuring system reliability, availability, security, and compliance with industry best practices. The IT Manager plays a critical administrator role in maintaining enterprise mission-critical systems and supporting a U.S. wide dispersed workforce.

This position offers a unique opportunity to administer and secure a mission-driven IT environment while working closely with leadership, external vendors, and the general workforce.

Key Responsibilities:

IT Operations & Infrastructure

  • Oversee all NVLSP hardware, software, and network systems, including lifecycle and asset management
  • Manage hybrid infrastructure (AWS cloud + on-premises systems) ensuring high availability and performance
  • Administer Microsoft 365, Azure, Active Directory, and Windows environments
  • Maintain and enhance NVLSP’s virtual desktop environment (AWS WorkSpaces)

Cybersecurity & Compliance

  • Implement and enforce IT security policies, access controls, and acceptable use standards
  • Lead remediation efforts based on penetration testing findings and security audits
  • Ensure implementation of cybersecurity best practices including:
  • MFA enforcement
  • Network segmentation
  • Encryption standards
  • Continuous monitoring and alerting
  • Strengthen proactive monitoring and threat detection capabilities

Disaster Recovery & Business Continuity

  • Maintain and execute the NVLSP IT Disaster Recovery Plan (ITDRP)
  • Ensure systems meet recovery objectives (target: <24-hour recovery time)
  • Lead recovery efforts during outages including activation, recovery, and reconstitution phases
  • Coordinate with vendors and leadership during system disruptions

IT Support & Service Delivery

  • Provide Tier I–III technical support to staff across multiple states
  • Manage IT service desk operations (Freshdesk or similar platforms)
  • Troubleshoot hardware, software, network, and VoIP issues
  • Support conference room A/V and communications systems

Vendor & Project Management

  • Manage relationships with IT vendors (e.g., AWS partners, network/security providers)
  • Oversee IT projects including planning, budgeting, and execution
  • Negotiate vendor contracts and monitor service delivery performance

Network & Systems Management

  • Administer firewalls, VPNs, switches, and network infrastructure
  • Maintain secure connectivity between on-prem systems and AWS cloud
  • Support VoIP systems and telecommunications infrastructure

Budget & Strategic Planning

  • Assist with development and management of the annual IT budget
  • Identify opportunities for cost optimization and system improvements
  • Align IT strategy with organizational goals

Required Qualifications

Education & Experience

  • Bachelor’s degree in Information Technology
  • Minimum 5+ years of IT systems administration experience
  • At least 5+ years managing cloud infrastructure (AWS)
  • Experience supporting organizations with hybrid and remote work environments

Technical Expertise

  • Microsoft 365, Azure, Active Directory, and Group Policy
  • AWS services (EC2, S3, VPC, CloudWatch, WorkSpaces, etc.)
  • Windows Server (2019/2022) and Windows 10/11 environments
  • Networking (firewalls, VPNs, switches, VLANs)
  • Virtualization (VMware, Hyper-V) and/or containerization (Docker, ECS/EKS)
  • ITSM platforms (Freshdesk, ServiceNow, etc.)
  • VoIP and A/V systems
  • Current valid IT certifications preferred for example AWS Solutions Architect or SysOps Administrator, CISSP, CISM, or Security+ / CASP+, CCNA or Network+

Schedule/Location: The IT Manager will be able to work a hybrid schedule remote and on premises. The NVLSP corporate office is located in Rosslyn, Arlington, Virginia 22209 less than 5 blocks from the Rosslyn Metro Station.
